A Study on Improvement of Public Transportation and Road Systems in Rural Areas

Demand on public transportation has continuously declined in rural areas owing to the decrease of rural population and the increase of rural households having their own cars. It has caused dwindling supply of public transportation services for rural residents based on business deterioration of rural bus companies. A vicious circle between declines of demand on and supply of rural public transportation has lasted for decades.
Supply of rural roads has been growed quantitatively, while the quality of them is relatively low compared to urban ones, especially from the perspective of road safety. It is one of the rural features that the occurrence frequency of traffic accidents in rural areas is relatively low, but the ratio of the death is very high. Lack of proper management and safety facilities of rural roads puts rural residents in dangers when they are on the roads.
Considering such situations of rural roads and public transportation, this study tries to draw up some improvement measures for rural public transportation and road system. To achieve this purpose, we analyze the actual conditions of rural roads, rural public transportation, traffic accidents in rural areas, policy demand of rural residents on road and public transportation, and so forth.
We suggest some policy tasks for improvement of public transportation and road system of rural areas. First, 1.5 lane road should be introduced for rural road management. Second, proper safety facilities should be installed for drivers such as road fans, agricultural machines only lane, etc. Third, the concept of "Link & Place" should be applied to road building and management. Fourth, safe walk environment should be set up for pedestrians. Fifth, various modes of public transportation proper to the situations of rural areas should be explored and exploited. Sixth, integrated local public transportation systems should be constructed for rural areas. Seventh, local councils on operation of local transportation system should be established and work properly.
